"The Rugby Club might have to do with a 28th Brigade  British Army Unit that arrived here in 1962 to deal with the Brunei rebellion. They flew in overnight.  The Navy arrived at Sembawang with large cruisers and our High Commision became alive with lots of pretty genteel "coders" and secret.messages.  Everyone left in 1969 or 1970."
